Technically, the RTM build's codebase is identical to the final retail version that hits store shelves, with its core built upon the Windows NT 5.2 kernel. RTM signifies the comprehensive implementation of Microsoft's "Trustworthy Computing" initiative, shipping with Windows Firewall enabled by default and deeply integrating IIS 6.0's Worker Process Isolation Mode (WPI), enhanced Active Directory, Network Load Balancing (NLB), and Server Clustering supporting up to 8 nodes. In terms of licensing and distribution, the RTM version has strict engineering characteristics: it is primarily provided to OEMs as a master disc for system pre-installation and typically does not support in-place upgrades from older operating systems.
